On 22 November 2024 the Supreme Court held in Attorney-General of Lagos State v. Attorney-General of the Federation that the National Assembly cannot legislate on lotteries and gaming outside the Federal Capital Territory. Licensing now sits with the states; in Lagos the Lagos State Lottery and Gaming Authority licenses operators.

Playing at new casinos from Nigeria
Naira accounts and payments
Check two things in a review before you sign up: whether the casino holds a naira account, and which methods it pays out to. Some casinos quote offers in naira and take card or bank deposits in naira; others hold your balance in dollars or euros and convert at their own rate on every deposit and withdrawal.
Local wallets and banks such as OPay, PalmPay or a direct bank transfer appear on some deposit lists, but the withdrawal list is often shorter. When it only shows e-wallets such as Skrill or Neteller, or crypto, open that account before you deposit, and expect your bank to treat card payments to a foreign casino as international transactions.

Gaming is licensed by the states. Since the Supreme Court judgment of 22 November 2024, the federal National Lottery Act no longer applies outside the Federal Capital Territory, and states such as Lagos license their own operators.
